Synopsis

‘The Disabling Council’ is a training video on Disability Equality, produced by Albany Video for the Local Government Training Board. It was researched and written by Allan Sutherland (also seen performing standup), and produced and directed by Tony Dowmunt.

The video consists of interviews with disabled people, all of whom worked in local government except academic Mike Oliver, interspersed with songs and comedy material by disabled performers. Its central concept is disability as a social construction.
